Members considered the proposed amendment and after discussion considered that the Councils comments remain the same as per the previous application prior to this amendment - still OBJECT to the application on the same basis as before

Variation to Condition 17 (Sports Pitches) and 31 (Approved Plans) of planning permission 28463/002 to increase the size of the sports pitches and amend their orientation to provide 2x 9v9 pitches. - Land South Of, Chalton Lane

Cllr Bannell, on behalf of the Parish Council, had viewed the plans both desk site and on the ground and submitted the following to the planning committee for consideration:

There is an important point on which Clanfield Parish Council consider that the LPA should be seeking clarification from the Applicant. The Applicant has referred to pre-application advice on 22 February when, inter alia, it was noted that:

“The earthworks for the pitch appear quite close to the overflow car park which the Parish has permission for (Ref:28463/028). This area should be shown on the site layout plan”.

The submitted plans do show the proposed overflow car park and indicate that it will not be affected by the embankment for the pitch or by the French drain at the foot of the embankment.

However, that is not the situation on the ground. The embankment and the French drain are significantly (we calculate approximately 5 metres) closer to Columbine Way and extend across part of the land upon which the Parish proposes to construct the overflow car park. Prior to the application being submitted, it was confirmed to the Council by a Director of the Applicant Company that the embankment and the French drain would encroach across the land required for the overflow car park and that this could not be avoided. The Council were advised

that they would be able to cut into the embankment to form the overflow car park provided that the Councils contractors could ensure the stability of the embankment. Therefore, either the submitted plans are materially incorrect or the position of the embankment and the French drain which has been formed on site is materially incorrect and will need to be amended to conform with the submitted plans if they should be approved. On the basis of the submitted plans, the Parish Council does not object to the application. The Council has endeavoured to seek clarification from the Applicant but, at the time of writing, this has not been received. As an addendum to the comments above it is suggested that if any revised plans should be submitted prior to the application being determined, the Council would like to be consulted again
