Clanfield Parish Council has 10 members and there are currently two vacancies. Its employees are the Parish Clerk who is the Council’s Proper Officer and, also, its Responsible Financial Officer and a part time Assistant Clerk / Open Spaces Officer.
During the course of the year, the Council has 11 scheduled Council meetings – one meeting per month except August – and the Annual Parish Meeting which is held in April. From May 2021, the working structure of the Council will include three committees – Finance & General Purposes, Planning and Property Management. It also has two Working Groups – Community and Down Farm Barn. The objectives of the Community Working Group include the formation of a Youth Council, establishing a Community Award Scheme, progressing a Public Art Project which was launched in January 2020 and several initiatives relating to the Environment and Biodiversity following the declaration of a Climate Emergency by the Council in June 2020. The key focus of the Down Farm Barn Working Group is to endeavour to secure grant finance to enable its restoration for use as a permanent Parish Office, Gallery, Art Workshops and Community Uses. In addition to these Committees and Working Groups, the Parish Council provides administrative services for the South Lane Meadow Trustees which is a registered charitable body that acts as a management committee for the Council-owned South Lane Meadow by virtue of a Deed of 1995.

Local councils are the first tier of “council governance” and are the first point of contact for anyone concerned with a community issue. They are democratically elected local authorities and exist in England, Wales and Scotland.
There are over 10,000 local councils in England and Wales, representing the concerns of local residents and providing services to meet local needs. Parish councils have a wide range of powers including looking after community buildings, management of designated Open Spaces, planning consultation, allocation of grants to local organisations, play areas and equipment, and allotments. They have the power to raise money through council tax.
Local councils are made up of locally elected councillors. They are legally obliged to hold at least one public meeting a year to discuss council business and hear from local residents. In addition to this, any committees or sub-committees dealing with specific subjects must also hold regular open sessions.
Clanfield Parish Council has adopted a strategy “……to put Community, Health &Wellbeing and Sport at the centre of our agenda…..”. Establishing and supporting our Community is at the heart of everything we do.
The Parish Council meets each month on the second Tuesday at 7pm at Clanfield Memorial Hall.
The business of the Parish Council is carried out through Committees. Committee meetings are open to the public (except Staffing & Remuneration) and scheduled on a periodic basis, normally at least 6 times a year.
